My despatch No. 473 [No. 299] of 12th November: Intergroup agreements and minutes of meetings in London.
Before proceeding to ratify action of their delegates in signing the intergroup agreements, British group ask for approval of His Majesty's Government.
Please ascertain attitude of French [German] Government in regard to approving action of French [German] groups.
A similar telegram has been addressed to His Majesty's Ambassador at Berlin [Paris].
